Prime is the capital city of Terra (Terra III) and is considered a cultural and economic center of the United Empire of Earth (UEE). Utilizing extensive urban planning, it has been designed to strike a harmonious balance between nature and city. Since the fall of the Messer government in 2792 there has been a vocal contingent of the populace vying to make Prime the new capital of the UEE.
